First suggestion is mediocre at best.
Second suggestion at 45r sounds reasonable, I find no slot on my bar to take it over in its current form.

Warrior's Cunning has show up in the "optional" slot on hammer bars every now and then. Lower it to 45r and you'd see it there more often. Whether that's a good thing I'm not so sure, all it does is enable omegaspikes.

You want it to be used in PvP meta, which means one thing. It has to be the BEST option for a build. No other skill can do what it does, or that skill would be used instead. I'd actually be happier to see an energy boost to 10 with a duration/recharge of 8/10. Can't be maintained 100%, and will drain energy super fast. Not totally sure on numbers, but if it were changed, I'd be happier to see something where energy was a concern to keep it balanced. Could have it ready often, but would have to monitor energy closely to be able to use it when needed.

If it can be used often, it would be overpowered. Dropping shock on an axe bar actually frees up a lot of energy, and it would allow it to be available for every spike. As much as I'm sure everyone loves sitting at the stand for 28 minutes spiking people out while your fire ele camps their lord, encouraging more of that is not the way to go.

It doesnt change the fact that 60rech is BS. You can still blind , cripple and hex the warrior to hell while using W Cunning.
Lower Rech to 45 or add an effect like "if you miss an attack , this skill ends and recharges 10....22....30% faster" . For PvP QQs , you can make a split of this skill .

I have fond memories of warrior's cunning. Back during original prophecies with the original lingering curse two warriors with it up could train down just about anything faster than boon prots could keep it up.

It's functionality is borkened. unblockable warriors are evil... Maybe make it sort of a self preservation skill, like an effect similar to what lieutenant's insignias does, it might see play in splits, AB or FA but it's current effect is kinda too hard to balance against it's strength.
Also, some skills are in this game to be fought against, like mobs in HM have no energy issues, and the recharge is half what it is, so it's something interesting to fight against.

The last time I remember Warrior's Cunning being used was in early IWAYs. It was very, very evil, providing clean spikes on demand and adding just enough extra pressure to break backlines. That was with the current 60s recharge.
Making physical damage overpowered is always a poor idea. Let's not unleash 4+ melee builds on GW again.
